CPU temp very high

Hello there,
It has been a month that my CPU fan speed never slows down, ye3neh once up it never goes down knowing that no important tasks are being processed and cpu usage is about 1 or 2% but when i check the processor temp from the CMOS it shows 86 degree which i suppose is very high comparing to this PC which is always on and temp never crosses 45 degree.
anyway to cool it down? i don't think the fan is the problem because when the pc is turned off for many hours and turned on the temp is low and the fan is working on low speed. what other factors can cause this?

the metal that come on the top of the CPU.and the gel that come between the CPU and this piece of metal.

Okay, what about dust? is it possible that dust can cause such thing?

i don't think so,anyway get a "sechoir" and blow the dust away.
BE CAREFUL !!
hope that this resolve the Problem?

clean the fan from dust!! u may build a house from the "cimento" coming out of your fan.

i thought it was some kind of virus u had that made ur cpu run at 100% at all times, because their are applications that do just that.

Yea that's right, but i was sure it was a hardware problem because i used to close all the application that may raise up the cpu process until i get 1 or 2% CPU process and the temp is always high. so basically the temp was the problem and not the fan kamen because when it's turned off for a while and turned on the fan doesn't make any sounds or noise but once the temp is up it never goes down. i took about half kilogram of dust from that case :P

1st, the gel is caled a heat transfer compound, you can find it at boujikian bel dawra
2nd, yes the dust can cause a big problem if the cpu is not cooled, see the fan not only removesthe heat from the cpu but alos it helps cooling the capasitors surrounding the cpu
3rd hope u used the hair dryer in cold mode
4th DNT USE THE HOOVER
