If I rule the country I would:

just think of the 10% TVA, doesn't the avergae lebanese spend at least 10$ a day in total? if you spend 10$ a day men el TVA wa7do that's 4 million dollars into the government each day
about 1.5 billion dollars a year

Peace agreement with israel,2nd I would give the palestinians few days to surrender their weapons and let the lebanese army take control on every palestinian Camp+disarming hiziballa.

i'll add to phenomenal:

-implement good infrastructures in palestinian camps.
-give palestinians (who waits the return) rights that will assure them a descent life.
-prohibit racist destructive parties like phalanges and LF.
-put lahdists and who support them in jail.
-buy arms for the LA from russia and iran.
-Give HA all the facilities they need to defend lebanon from the israeli entity.

If I Rule My Country:

1st- I would announce Lebanon As an Empire "The Lebanese Empire" that has only and only one and for Only one time.

2nd- After the Death of the Emperor a.k.a. Me, a higher council formed of writers,poets,music composer, journalist chosen by me before my death will have the power.

3rd- This council select its member by discussion and its members can never -ever -ever be a part or belongs to :
-any religious group, nor one of his family
-one of the Lebanese traditional political families: bek, chiekh, afandi, mir,
-His Father/uncle/brother/sister/cousin/cousin of the cousin held any political position during the previous state or within the Empire it self

4th- It is Strictly Prohibited to:
- Religious Leaders Talk in politics for whatever sect they belong.
- Sectarian distribution for power/money/deputies/services.

5th- There is no Government:
The government work will be shifted to municipalities and held on local basis, each city/town/village try to achieve its projects.
A General Council will be formed to help municipalities cooperate for better work and service.

6th- the parliament election is held every 5 years:
a detailed study will be published later about the elections and the criteria that the elected MPs should have
PS:if any MP won the election based on a sectarian speech or money distribution, he have to face execution.

7th- Taxes will be reduced to the minimum on the person, and increased on the companies.

The Taxes will be decreased by time on the individual, and increased to the companies, this helps distributing the wealth.

8th-Execution will be held against : Pedophile, sectarians, corrupted people in the public service.

9th- New road will be build that has no Speed limit.

10th- Clubs/night clubs/PUBs/Restaurants can open 24/24 7/7.
