it's pretty obvious that Israel is behind this!
I mean, after the UN demanded Israel to stop their spying activities... Israel answer was that missiles were being fired from south Lebanon and the UN + LA aren't securing the area enough. And now this out of the blue? give us a break!
It's a cheap excuse for Israel to keep crossing our air zones and its spying activities.

Israel doesn't need excuses. In the past month,it was accused of having a nuclear arsenal, committing war crimes in Gaza and as you said breaking 1701 conditions with Lebanon. It simply refused the three accusations and didn't care. HA presence is enough of an excuse.

It might be Israel but I don't think so. We will know by observing what happens next.
