Hi, I am new in web development and I want to make a Lebanese website but i don't know what type of websites/forum should i use, or how can i get Lebanese traffic to the site.

I have all resources, i have hosting i can get domains i have vbulletin and i prefer to use joomla as CMS, but i need an idea to start.
