And about the disabled features... you can restore them by deleting some registry values located in:

HKEY_CURRENT_USER/Software/Microsoft/Windows/CurrentVersion/Policies/Explorer/
HKEY_CURRENT_USER/Software/Microsoft/Windows/CurrentVersion/Policies/System/
HKEY_CURRENT_USER/Software/Microsoft/Windows/CurrentVersion/Policies/Windows/
HKEY_LOCAL_MACHINE/Software/Microsoft/Windows/CurrentVersion/Policies/Explorer/
HKEY_LOCAL_MACHINE/Software/Microsoft/Windows/CurrentVersion/Policies/System/
HKEY_LOCAL_MACHINE/Software/Microsoft/Windows/CurrentVersion/Policies/Windows/

This issue needs an experienced user with viruses and windows files and registry...
