For a number of reasons regarding lebanon's very existence.
You're surrounded by both Syria and Israel and want to be enemies with both of them??
Especially since diplomatic relations with syria were available at the time and not with Israel.
Would it be wise to start a war with all of your surrounding especially since you have no means of getting any weapons whatsoever unless it was through Syria or Israel??
Furthermore...supposing you did start the war with the 2 betkoon 7arb estenzef...and we'd be the losing side.
Repercussions would include another civil war since one side would be dealing with Syria and the Other with Israel...and each side would be fighting the other...rendering all of lebanon a warzone yet again...
