Actually I don't know for whom this saying belongs to 
As for the saying, I like it!
"تبقى الأسود أسود والكلاب كلاب" and they'll both remain animals... and same goes for humans! rich or poor, famous or unknown, ugly or beautiful... humans remain humans!
