Lemme explain the situation further.

Current VISP situation:
The connection is getting back to normal and things are improving, few days ago we weren't able to open many websites and services such as MSN,facebook... Some are still blocked such as youtube video buffering...

I don't really know about the burst speed change, i will give it a try later but the double speed at night is still there, at least that's what my provider is offering. I have a 256kbps account and it goes up to 512kbps between 11pm and 9am.

Yet, the connection latency is pretty high but stable.
I am getting an average of 500ms after being ~200ms.
Things are improving but the switch to ogero hasn't finished yet.

From the official side, the companies always had an alternative but always took the illegal way simply because it's cheaper.
Ogero wasn't doing a great job either by limiting the ISPs quota in order to keep itself in the race.

However i think a solution was found for both ISPs and Ogero where Ogero will increase the quota/limit given to the ISPs in return of turning all ISPs to the legal work which will drag millions to the state and connection stability.

Things are still cloudy and we're waiting some answers from the telecommunication ministry regarding this subject and how is it improving.
