You can enjoy taking a drink after your dinner in "Cheers" its a also a nice pub.
Anyways about "up on the 31st" i dont think 100$ is expensive for a special dinner.
Personally i dont mind being on "high" budget when having dinner, eno i kind adore such things, and being with a special girl will make it worth it
