I was afraid of that before I shaved my shoulders, it was actually what got me to hesitate and not do it sooner. But after some research I found out that it's just really an incredibly widespread myth. The hair tips are soft, small and pointy so when you shave you cut the tip and it doesn't grow back. Instead the hair grows from the bottom of the hair sack, which means that the ""new tip will be flat and wide and not slim/pointy. That makes it look like more hair.

But when you wax/pluck the entire hair is removed along with the sack. A new hair will grow from scratch and it will have a soft tip. Also, every time you wax a certain percentage of the hair sacks never gets rebuilt. So the number of hairs does decrease.
