The shoutbox does not have a specific timing when our administration feels that the community need a shoutbox it's getting enabled.
we do know that the shoutbox is a good idea and that's why we added it. But if we keep the shoutbox enabled it will decrease alott the amount of posts in the forum.
feel free to post any suggestions or comments.
