Being the leader of a big political party does not give him any right regarding the Lebanese external policies. He and other leaders of small and big political parties should pass through diplomatic channels to give their opinion and that's specially not hard for him since he controls this channel (the Foreign minister is controlled by HA or one of it's allies I think). Even countries that are "divided" (cantons) have one foreign minister and one foreign policy!

There is no law or 3eref that says that he cannot express his party's position on such matters. ( mokhtasar moufid kermel ma nfoot bel ethics of condoning or glorifying x act or y act)
