Not sure if this gonna work but anyway try it, u have nothing to loose:
go to start, run
type mmc
press enter

click on File
select add/remove snap-in
click on Add
select Group policy object editor
click on Add
click on Finish
click on close
click on OK

Expand User configuration
Administrative templates
Highlight Windows component
on your right hand panel
look for Removes folder option menu items from the tool menu
