Well Here Is The Explanation Guys :
If You Typed : shutdown -s , Your Pc Will Shutdown After 30 Seconds
If You Typed : shutdown -r , Your Pc Will Restart After 30 Seconds
If You Typed : shutdown -l , Your Pc Will Logoff After 30 Seconds

Well For Other Other Commands.. -a , -f , -m , -i , -t , -c ...
If You Went To Run And Typed : shutdown -a , The Shutdown Process Will Be Aborted.
For How To Use -c And -t , It's Simple.
If You Typed : shutdown -s -c "The Pc Will Shutdown" (With The Cotations) , A Message Will Appear In The Downcounter .
If You Typed : shutdown -s -t 60 , The Pc Will Turn Off After 60 Seconds Not 30 .
