well i think you can put some interesting subjects that guys in our age would be interest to talk about , to try to give importance to the non political forums cause there s people who don't like politics . also you can try to put a game , and you can also try to control the dialogue between the members specially in the political forum cause when the guest will see that one member is talking about east and the other replying about the west he will feel not interest to share his opinion . well maybe some people are not that good in english and they are slow in writing arabic so they prefer to not write anything maybe the chat language can give them that chance .(i'm not talking about myself okay :P)
