Control Panel >> System > Device Manager

Go to Imaging Devices and right-click "Chicony USB 2.0 Camera" and choose "Update Driver Software"

I knew that this will be your answer...
Uninstall all the native web cam programs and drivers, then restart and Vista will automatically install the latest driver release.
It should work!
The chicony webcam programs aren't compatible with vista...

"It couldn't"!
So after you uninstall the old driver and restart, try installing the driver manually by choosing from the list and not by letting windows search for it automatically.

I noticed that the built in webcam issue is in every laptop..every laptop should be restarted after a while if u want re-open ur webcam..I still dont know the solution but maybe this is the solution that was stated by edgard..didnt try it yet.
