Go to :
Start -> run-> msconfig-> services-> then stop the service that is using the cam and restart your PC...

You should know the name of the service...

The probable causes can be:

• The Internet service provider (ISP) or a firewall are preventing access to the ports that are required for communication with the Web camera.
• There are problems with a device known as network address translation (NAT), a router or a network device domestica.
• There is enough bandwidth to initiate conversation with the Web camera.
• These asking to see the image with your contact Web camera at the same time as your friend sends you an invitation of Web camera.
• If you are having a conversation with web camera with other contacts, it may be that some of them have a problem with the network.
• If your friend can have a conversation with web camera with other contacts, might have a problem with the network.
