first ya M|ch, "kel wa7ad ysa3er 3a zaw2ou" ma fi menna, the numbers are ranked by the carrier (mtc, alfa) and not by anyone, and there are normal, bronze, silver, gold and platinum. if you want a number that is not special, go to mtc itself (and not a store) and buy your number for 52$ only.
and if you don't care about stupid numbers, well some others do.

There's difference, let's not attack for the sake of attacking.
The black market was when the normal numbers were sold for 70 and 100 dollars. The special numbers are sold for high prices world wild.
as for the reducing prices, things could not be done in few days as you are expecting but HUGE work is being done on that level.
Alfa will have to pay to the government millions because it did not reduce the international price fees as it was supposed to do.
Land phone lines setup was reduced of 75% along side with lot of new features on that level.
The units price reduction will happen, it's just the most profitable income for both alfa and mtc, they won't let it go like that.
Remember that "bassilo" is not a king or a magician to change things with a magic stick.
There are the companies + the government approval.
However, the best 3 ministers who are working real hard are "Ziad Baroud","Jubran Bassil" and "Jawad Khalife".
