Default A problem with my internet connection

About 15 months ago, I installed my first internet connection from a ISP in my region. It was a 96 Kbps connection, and I had an account with a username and a password. For the first 8-9 months, the connection was perfect and the download raging between 8 and 10 KB/s. Then, after a while, major problems started to arise. My network connection began to disconnect frequently. Also many times was my network connection active, but my internet connection refused to log in to my account and it got stuck at "Connecting to WAN miniport". Not only that, but my download became either stuck at some percentage or it was complete after a certain while while not the entire file had been downloaded. I contacted my ISP several times, but always got responses such as "it's from abroad", "all ISPs are experiencing this problem", "it's normal", etc... Never did he try to fix my problem. I thought it could be the slow 96 Kbps connection, so I switched to a 128 Kbps connection, but to no avail. Eventually, my frustration reached its limit, and I switched to a second ISP a couple of months ago.

With my second ISP, the problems arose from the beginning. Some were common with the first problems I faced with the first ISP, others were new. The network disconnections became rare (only once per 2-3 days), but if my internet connection stayed idle for a certain period of time, it disconnected, then reconnected (thanks to the automatic redial option). This time, downloads ended in the middle without even the network connection disconnecting. Many times, did I manage to enter into my account, but no website could be entered (It also happened with the first ISP). Sometimes, I could chat on msn but couldn't even load google, the simplest of websites. To add, loading websites takes far too long, some sites even taking as more as 10 minutes to load, instantaneous loading of websites was history. When the company worker first came to collect the monthly bill, I asked him to fix my problem, and he told me it's my network card. So I borrowed my friend's LAN card, but same thing, the problems persisted. A couple of days ago, he came to pick up the bill, so I asked him to solve it once and for all. He requested that I buy a new LAN card and test it. If the problems remained, then he will change the port adapter connecting my PC to the company box down the street.

So today, I bought a new 100 Mbps network card, but is still in its box. But I don't know if the real problem is with me or them.

So is the issue with the network card? the PCI slots? the motherboard? or the port adapters of the ISP? or even the web connection itself? And is anyone else facing similar issues?
Moreover, how can I fix it?

PS: On a side note, should I exchange my new card with a 1 Gigabit one (3 times costlier)? will it be better? if so, What are the benefits?

1st try to empty your history, your temporary internet files, and your tmp folder.
2nd scan your computer it might be affected by a worm or a virus.
3rd Internet explorer might be corrupted causing the isp to throw u out.
The cure can be by restoring your computer to an earlier working period, reinstalling windows or updating internet explorer. If u need any help we're here to help.

1- done that many times, not the issue
2- I format my PC every 2-3 months, but my problem dates more than that. And my antivirus pretty much catches most viruses/malwares/trojans.
3- I changed to firefox a few weeks ago, it's still the same.

thanks for the attempt though, any more thoughts?

It doesnt need any magic unless you learned to use magic in computers that would be something else, and you should tell me where u learned it so i can join you., bcz im studying network security and they dont teach us magic. Back to the point,,if a pppoe connection is established and the ISP finds that the IE is corrupted by any file that might be spread they disconnect the computers bandwidth, so u will find the connection established but no bandwidth. The reason behind that is you are sharing the internet connection with differnet other users, that is y they give u a username and a password. even if you dont see or use the username and password on the computer your modem uses 'em to logon.
PPPoE is inherently a client-server relationship since multiple hosts can connect to a service provider over a single physical connection.
And i wanna add something... this happens here, i dont know about lebanon though,.

You're describing a DSL modem here, and not a mere PPPoE broadband connection that ends up as if you had a cable drawn from a hub on the roof straight in the bandwidth controller.
Else, provide me with a source please.
