First because Imad Moghniyeh is a terrorist in the eyes of United States ... and this government being a slave for the US regimen can't do such a step of honoring him after his martyrdom ...
Second this government doesn't admit the victory of July war, and the victory of 2000 was attributed to the international resolutions ... so neither Imad Moghniyeh nor HA had contributed in anything you mentioned ...

Setting aside the issue if the government should honor him or not, I don't think the move would have been that smart if they did...

Succesive government can do so at a better time if they agree that he should be
