I would count flash games in the production of games,i believe it is actually a challenge to make games with limited resources and file size.

But like you said, the difference between flash games and Grade A games is the number of personnel behind it. You can create a flash game with a group of 5. But a grade A game, that would have to jump up to add at least a zero.
