Well, as Neoxter explained, this is the rule used in this case.

However, I strongly disagree with this rule. It's more fair to qualify the team that won in the match played between the two teams, rather than who scored more goals in the tournament.

Obviously, the team which won in this match would deserve to qualify 100 %.

Fifa should reconsider some of it's rules, as many are becoming ridiculous.
