Default PC will not start, PSU problem?

My PC turned of all of the sudden and when I tried to start it again it wouldn't work.
Everything in the PC got turned on (HDD, MoBo, fans) but not the Video Card.
I tried an other video card on the PC and I got the same problem.

The fan on the CPU was spinning but it was spinning slowly. My guess is that the PSU isn't giving enough power for some reason.

Is the problem with the Mobo or the PSU?

you can't judge it without trying, you gonna have to replace PSU first, see if it works, then, if it doesn't start, replace the motherboard.
(60% PSU)
