I have a question.

They say that PayPal doesn't work here in Lebanon, but what if someone sent me money to my PayPal account from outside of Lebanon and I want to withdraw that money.

Can I do that?

have you tried the ATM machines ? because I think paypal cards act just like any credit card !

Yes, Paypal is a discriminative imperialist system which blocks many countries.
Just use socks from UK or USA or country where Paypal works. I was doing this some time ago, and it worked for me. But note that you have to reset your system settings like time zone and language before using, or you can be blocked some time later, when you'll have some money on your account and you'll lose them.

I didn't say that i have a card, i said that i had an account with a united states address

with a fake united state address :P:P lawl, your best way to get the money is to buy something. i don't think you will see them in cash.

If you have a bank account, add the routing and the account number and ask Paypal to transfer the money to your bank account by hovering your mouse over "withdraw" and then "transfer to bank account". You can add a bank account by hovering your mouse over "profile" and then "edit or add a bank account". Good luck
