i'm not sure if the weapons that were used are considred weapons of mass destruction.. but the smart bombs, or whatever they call it, can easily destroy any kind of underground shelters..

A bunker which can protect even against atom bomb may be built, but the problem is that it will cost very much and it requires some specific technologies.
