weird upload\download

i changed my conn. to 64 kbps , but the weird thing is am having 15 kbps download speed and 10 kbps upload speed , manni za3len aw shi , but howcome??!!

no man,aslan my neighbour ma bi hemmo heik echia w kel my neighbours ma bi hemmon heik echia....it was a youtube video abt ballack vs lampard
and also, my download speed starts deyman mn 2 mb/s ba3den goes down to 110kb/s and gets steady i download 5mb is 1 min
