Yeah he is extremely smart especially in war tactics and strategies when he sent his troops into the hands of the Russian against the will of his area generals and received one of the biggest blows there. A smart leader doesn't let his prejudices and racial insecurities drive him blindly, like a raging mindless bull, into the slaughterhouse.
